Could someone please explain why there are both .cer and .pfx in recovery agent generation.

yet when you back up a user personal encryption certificate there is only the .pfx file exported?

I thought that a .cer file could be generated from a .pfx , been that a pfx is extrapolated information from a certificate for the purpose of importing/exporting
