Problem Issue with deleting a file in Windows

I had a problem like this a while back on XP, i cant remember what i done, but im pretty sure it was something to do with the old DOS filename system, and i got rid of it via DOS, i will post it if i can find it

Try using "Tune Up shredder". Comes with Tune Up Utilities. Trial version can be downloaded for free.

Right click the file and try shredding it.
