Shiela is a junior network admin that has just been hired by an insurance company. A isnt possible
B wouldnt install the software, just make it installable (since when were most accountants technical? no offense to any accountants :P
C would effect machines and so the software wouldnt follow the staff, anyone logging into an accounting machine would get this software
D seems the most logical, u can apply the policy JUST to the senior accountants group, not the entire accounting OU, by tweaking the permissions
