I'd have thought you'd have to be the administrator.

I presume this question relates to an XP machine :?:
    and not a Server.
With it being a 290 q I reckon you must mean XP machine.

    I'll go with B.

    Answer B

I'd have to say D. Since this is the 70-290 forum and a particular operating system wasn't specified in the question, when we must be talking about Windows Server 2003. There's no such thing as a Power users group in server so C is out and I'd agree that the local admin would be enough to gain access to the Event Viewer so you wouldn't need to belong to the groups indicated in A and B.

D There are no requirements to restrict Users from viewing the Logs on the local machine.

Answer time on a monday moring 8)

    Correct answer is: D

Explanation: As described by MS, performing this task does not require you to have administrative credentials. However, as a security best practice, consider performing this task as a user without administrative credentials. Keep in mind though, you must be a member of the Administrators group on the target computer to open the Security log, or any log when targeting a remote computer.
