Yes and no, the MOS or the new MCAS aren't professional or technical certifications. They are, what is classed as, poweruser or business class of certifications.
They do show that you have user knowledge of certain applications. IT work is not all fixing server's and switches. Some IT work, unfortunately deals with users asking "how to do this" and "how to do that"...
As for how much these certifications are you... It really depends on how much you, as well your company, values these types of certifications.
