    If it's *really* that troublesome, then don't do it. Nobody's forcing you to get certified.

    Nobody forces you to get a driver's license either... but you gotta do it to drive.

    Everybody wants increased security... but nobody wants the hassle that comes with increased security. Why is that?

    That's all well and good...

    ...but how is some stranger supposed to automagically know that you've been here for the last 20 years?

    Times change, man. This is a different world we live in. 20 years ago, there was very little identity theft or identity fraud going on. But it's happening now. So while you may not be coming at this from an identity theft/fraud viewpoint... they are. If there weren't a problem... they wouldn't have these ID requirements. They didn't do it to just make your life difficult...
