What is this question asking? Is it asking the number of possible networks that can be formed?

Let's take example of class A.
    Host bits=8*3=24
    Network bits=7
So possible subnets should be 2^7=128

Let's take example of class B.
    Host bits=8*2=16
    Network bits=14

So possible subnets should be 2^14=16384.

I feel like I am confusing in number of subnets and number of networks. Can anyone clear my confusion?
