UEFI Preboot Environment

    Hi, when I study about the bios system, the professor said one of the advantages of UEFI over Legacy is that it has the pre-boot environment which is used to troubleshoot the computer when necessary. I do not really understand what is pre-boot environment. Is it a kind of software which is integrated in the BIOS or outside hardware like hiren boot CD, etc?
