I think they'll only be exam centres because of being part of Vue or Prometric they'll probably have other services that do make them money, like that place I did the PDI+ beta exam at. It was also a job centre and a net cafe.

Some centres are within colleges so they'll make money from their students.

Sorry to inform you GBL but idols has shut down in Sunderland now :P Ooh and the test centre is tht bad to get to, its less than a mile from my house so its easy for me
