I've been reading that, depending on how a host and a network are configured, a network host trying to register its NetBIOS name with the WINS server may send a broadcast, a unicast, or both to the server. I'm confused here. What are the different conditions that would make the difference?

Trip, this will be down to the node type configured for the host. This link describes how to manually set the node type when not using a DHCP server.
