The difference between tollerated and legal is basically you can smoke weed in a licenced premmises i.e coffee shop or pub but thats it.

If walk down the street smoking a joint you will be cautioned or even arrested and have your stuff confiscated but some of the police might turn a blind eye, some might even ask you for a bit and turn a blind eye.

Think of it this way you could be driving along at 34 mph in a 30 zone and a copper might not be bothered to stop you were as some might stop you if you doing 31mph in a 30 zone.

There isnt any any need in the dam to smoke it outside the coffee shop are nice places to be.
