    Welcome to the forum...

I'm not certain what you're trying to understand. Here's an example of a Frame interface config (incl DLCI):
    routerL1(config-if)# encapsulation frame-relay
    routerL1(config-if)# ip address 10.1.1.1 255.255.255.0
    routerL1(config-if)# frame-relay lmi-type ansi
    routerL1(config-if)# frame-relay interface-dlci 110

A global DLCI addressing is more of a design issue. Example:
    R3---Cloud-----R1-----Cloud---R2
The frame interfaces facing each other on R3 & R1 use the same DLCI value; the frame interfaces facing each other on R2 & R1 also use the same DLCI.

For more details on Global DLCI addressing see excerpt (chapter Frame Relay for ICND Exam 640-811 by Wendell Odom) search for the section titled "DLCI Addressing Details"

    Hope this helps.
    Good luck with the... :study
