According to here, ILA are available for higher educational programs running at Scottish Credit and Qualifications Framework (SCQF) levels 7, 8, 9 and 10 is eligible for this funding. Professional Graduate Diplomas and Certificates in Education (SCQF level 11) will also be funded.

Now the HNC is at level 7, the MCSE is below that and the CCNA is even lower. So from what I've seen "no", however that doesn't mean that you can't. There are college's and Uni's that integrate professional certifications into their educational programs.

Give them a ring and find out, they will have the latest info for you :)

Certifications: CITP, PGDip, BSc, HNC, LCGI, PTLLS, MCT, MCITP, MCTS, MCSE, MCSA:M, MCSA, MCDST, MCP, MTA, MCAS, MOS (Master), A+, N+, S+, ACA, VCA, etc... & 2nd Degree Black Belt
    WIP: MSc in Tech Management
