AFAIK esxi isn't intelligent enough to move vm's when a host is shut down the hypervisor layer is kinda seperate to the actual esxi OS. if you issue a shutdown command from within the vi client or the console of esxi it will just shut down and all the vm's running on that host will just die. However HA should detect that and restart the vm's on the other host(s) after the normal period of the other hosts failing to receive pings from the shutdown host.

At ThomasMc has said purchase a copy of DRS clustering book by duncan, once you've read it you'll know all there is to know.
