What IP address do you get when you ping or traceroute the IP address for www.google.nl? And what do you get when you just put the IP addresses in the IE address bar rather than the url's?

Definitely looks like a dns problem then. I'm wondering if Tiscali is having problems with one of it's dns servers having been poisoned somehow. They should have more than one so try some of their other name servers and see if you have the same problem.
