My suggestion is similar to one that has been already shared. Get 2 Cable or ADSL conenctions (1 for each office) and use a VPN between the 2 offices.

I'm assuming each office already has connectivity to the outside world, how is this achieved. Maybe you can share some of the existing infrastructure and avoid new equipment. Otherwise I see the cost as:
2x Internet connections; 2x small (cheap) routers (e.g. cisco 871); depending on layout 2x switches may be needed too.
