The official upgrade advice from Microsoft (Very first link in a Google search for "Upgrade Windows Vista 2000") states that it is possible to buy an upgrade version of Vista if you own a copy of 2000, but that a clean install is required to actually install the O/S

The best place to get info like that is from MS direct, see here.

If you are currently using Windows 2000 Professional or Windows XP Professional x64, you are eligible for an upgrade copy to a corresponding or better edition of Windows Vista, but a clean install is required.

Otherwise you can do a in-place upgrade.

If you have a lower Microsoft Operating System (Win ME, Win 95, etc) you will have to buy the full version of Vista and not just the upgrade.
