You can be self-employed and still earn a living, you can gain Cisco certs to show your knowledge and experience of Cisco kit & networking.

How much? Well it depends on your experience, your reputation and the area you live/work in.

As has ben said - depends on your circumstances.

If you've no experience of Cisco whatsoever and no other IT experience then no Cisco cert will make a big difference, go for CompTIA A+ then N+.

If you have experience then you start with CCNA either by the one or two exam routes.
