As far as I know it is a mix of languages. Much low-level stuff is in C with bits of assembler glue. Higher level tends to be C++.

Some of the 'imported' apps and utils like tracert will almost certainly be in C, as that is what most of the base of Unix is written in.

How much has been converted to the M$ languages-of-the-month like C# I have no idea.

Doubt if this is a direct answer, but I googled a little and found THIS that discusses how a Common Languages Infrastructure is implemented for certain purposes, but it seems to be for higher level functions, rather than the coding of the base OS.

    Hi tech291083,

Core is ANSI C, MS Visual C++, and either VB. NET or C# with some others thrown in.

The Core for all OS is C. (Still?!!!!!). It is the quickest at performing most of the necessary tasks.

Its when you get down to the GUI that you need the other languages, and for compatibility most web languages are in there somewhere.

Ask MS, try the MSDN forum for a more complete answer.
