Where to start?

I've had an idea for a website that I'd like to set up. It's a forum site but I have no idea where to start. (The site will be a travel forum for a specific audience so won't be competing with this one.)

It's something I'd like to setup myself as I don't have much spare cash at the moment and also I'd like to learn a few things in the process.

Any advice on where to start?
