    not necessarily. you can use wav2swf, which is free. http://www.quiss.org/swftools/
    i'm not sure if the size of the swf can be controlled, but that doesn't really matter, because you can make the movie invisible with css (by giving it a position outside the screen or just a display: none)

    If the <bgsound="">
    tag is just used for I.E then what markup tags would you
    use for the same effect in netscape/mozilla?
