I'd have a good think about what I wanted out of a study group. Then I'd set out my objectives and invite people who see value in my plan (or a variation of my plan) to join me. Posts that just invite people to join a study group without having a plan of action are doomed. Even if they do get some people together they're directionless and will soon fall apart.
How to run it would depend on what your objectives were, what the ability range of the group is and probably several other factors.
