Has anyone observed what is (I've decided) called the Micrsoft Second Phenomenon (MSP)?

I've been doing a fair bit of installation lately of MS products, and noticed that the MSP has some obscure link to normal time.

For instance, my installation right now has been on 13 seconds for the past 10 minutes, and was on 14 seconds prior to that for about 5

I think this needs more documentation, and I cant find any, so can I convince anyone to fund a research project?

I've always wondered how a 13 second time can last 5 minutes :blink
