taskbar and start menu props from cmd

I managed to resolve the issue using other methods but can't seem to find a way to access this from CMD.
google has not turned up anything useful.
Any pointers?

I am not sure if there is a specific command for the start menu properties but you can access system properties by typing sysdm.cpl
