small proxy server

I am looking for a very small windows proxy server i can add to laptops, basically i require URL rewriting and a blacklist. It needs to be locally installed as these machine use different networks and dial up etc

I was going to do it through host files / DNS ,however, i require more flexibility and down to file/query level

or some url filter app with URL rewriting may do.
