Ok, so even after a complete rebuild you cant start the spooler service? This is before the device is even plugged in...

another solution to try to fix that error “Failed to read description, Error Code 2” is to ...

    Code:
    Device Manager->  Show Hidden Devices

System Devices, uninstall UMBus Enumerator and UMBus Root Bus Enumerator

    Reboot

Control Panel and select Add Hardware.

    select Install the Hardware Manually...
click on "Show All Devices" to add the UMBus Enumerator
    the UMBus Root Bus Enumerator.

    Reboot

    then install your printer.

Sparky, yes i can start the spooler but in services, under description it still has the error and also it wont let me install the printer software, it just comes up with the error telling me the spooler has been stopped and to restart my computer to start it again.

AndiC, Im assuming those were 3 commands to type into command prompt?
If so then yes i have tried that and i also tried the other method you posted (but i havnt tried that since reinstalling windows)

    Yes

Ahh okay , i didn't have time to ready all of the thread again to see what you had tried.
if you have done a complete reinstall, and not a repair and you have all updates.

the culprit must be a update or other software conflicting

Perhaps even drop to a earlier version of the printer driver especially to a WHQL signed driver.
or even update driver again especially to a WHQL signed driver.

Now i am just clutching at straws here but..
I checked the status of the spooler in services straight after the reinstall before installing any other software or updates and the error was still there!
Now this makes no sense to me, surely by formatting the drive and reinstalling windows, any errors should be gone?
Is there a chance that nothing is wrong with the spooler but windows is somehow remembering the error and making my computer think there is a problem with it and therefore causing me all this grief?

After a wipe and reinstall, no.

Is there any other devices connected that may be causing an issue here?

    Probably not tbh.

So just to recap, after a complete rebuild the printer spooler service is running but you still get the same error message when you try to install the printer\scanner?

Also the printer\scanner has worked on that PC previously? Is that correct?

I'm curious about how you formatted and reinstalled the hardrive and OS, did you use orginal CD, os stored on a protected partition or create a system image type disk etc etc

I used original CD, at the beginning of the installation it gives you the option whether to format disc or not.

The spooler was in the same state as it is now.
It says its started but has the error under description and under startup type it is blank.

    Can you try

Start -> Control Panel -> Programs -> Turn Windows Features on or off

Expand Print and Document Services and uncheck Windows Fax and Scan
Also uncheck XPS Services and click OK

Restart and then check the spooler

Mate, most companies would have deployed a new image rather than waste the time you have spent trying to figure this out.

Not that I'm saying you have done anything wrong, sometimes, it's just more efficent for everyone to wipe and reload.

PS You may have done this already, but I'll be damned if I'm going to read seven pages about print spoolers
