Im voting for the clean slate

back up drivers using Driver Genuis Pro
back up data onto CD/DVD or USB

    full format and reinstall XP

Install XP2, drivers, updates, critical update
If, you are going to upgrade to IE7 > patch it all up
    other, Firefox

Grab Ad-block plus (make sure you subscribe to the lists) and Flashblock extension (so if he does go onto the naughties, at least he can control some things that may "pop up")

    Install Anti-virus software

Install K9- Web Protection (free naughty naughty filtering software, limited to 1 pc per email)

    Give kids limited access

Create a restore point, and then should be ok...

Verify all hardware is working and re-image, give one to brother and keep one for yourself!

Well thats what i would probably do from tops of my head

    Hope this helps

I say start charging him and maybe he will be more responable. First time was fine. But if your pulling the same stuff off again. Well your free time is worth something to when it comes to cleaning junk like that off the puter. I know he is your bro, but thats why it is called tough love.

    It can go something like:
    For wasting my saturday, $25
For being my brother and wasting my saturday, $125.

His not knowing better deserves a freebie.

But... now he knows better. Knowing better, and still requiring that you bail him out... that'll cost him! :deal

I finally got around to looking at the PC, there are no viruses according to PC tools, his Mcafee hasn't been updated for 202 days :blink and isn't working.

I ran the dell diagnostic utillity and it is bringing up a message saying IDE device error CD drive is not compatible but it's the original drive that came with the PC.

The PC is taking a long time to boot (from the login screen) my guess is the IDE controller is a bit knackered because the whole of the inside of the computer is covered in dust and the mobo smells like its a bit burned out.

I ran error checking on the disc and it brought up nothing

    Any ideas?

Have you tried running MSconfig32 to see whats being loaded when windows starts? there is normally half a ton of rubbish in there which can be nuked to help boot speed.

Put the service tag of the PC into the Dell website and it should list all the drivers you need.
