    Your ISP isnt throttling you. Your only synced at 192k here and thats caused by the 32.9db noise margin on ya downstream (this is normally not higher than 15db).
    Is your router currently connected to the test socket? Any extension sockets? Are all devices on the line filtered? Do you have any noise on your phone line?

    Going of your 2nd reading of 2919k it would appear that your actual sync rate is fluctuating which is caused by line conditions such as internal wiring etc
