High CPU usage

Hi all

I have a P4 3Ghz CPU with 2gig RAM.
My problem is it seems that the smallest or routine tasks send my CPU usage up to 100% and consequently impact performance.
I downloaded Speed fan (an app reccomended on a previous thread ) and my Hard Disk performances is good.
My system is about 3 years old and i'm wondering is it time for an upgrade.

Any suggestions Please ............

What app is pegging it at 100%? Sounds like a virused system, to be honest.
