I bought a System 7 19" TFT monitor with 10ms and it's the dogs dangly bits. No ghosting on games and top quality crystal clear picture. Though I did pay £300 for it about 1 year ago.

As for if a new graphics card will improve your TFT picture the answer is no if it worked fine on a CRT monitor then it's your TFT thats to blame.
