Finding out if local councils are outsourced or not

I am thinking of writing to the council and asking if I can have the location of the IT department so I can volunteer to work within there IT support department while I am job hunting. I understand some councils outsource there IT support departments. Due you think the council would release this kind of info to someone on request?

My local council has a <big> IT department.
I would e-mail them and ask.
Do they have their own paper? If so, they might advertise for jobs in there.
