Problem Does it matter what surface I use an ESD mat on?

    As the components will be on the mat would it be fine to lay the mat on a carpet? I lack space in my new accomidation..

    Yes, it would be fine as the ESD Mat will offer protection between the carpet surface and components.

    Correct. The ESD mat will act as a buffer between the carpet and yourself.
