Debugging and dump files

Could somebody explain what exactly debugging is.

I'm thinking at the minute that this is when the system crashes, that the very last bits of info running through the computer are sent to the dump file.
Maybe completely wrong, but even if it's right, it's a bit vague for me.
I need to understand this more.
