I have a dell vostro 200 core 2 duo 2Ghz with 2gb ram and 320gb sata hard drive, also building a custom tower again based on same specs as the dell.

Would these be good enough for MCSE 2003 study? or would I be better off getting HP ML110 G5 servers?

Having just started my own IT support business funds are a bit tight so would rather make use of what I have if possible.

I'd go with the ML110. Stick a RAID controller in there like the 200i and you've instantly got a box you can use as an ESX server (if you want to)
